It is impossible for a cosmetics manufacturer to demonstrate that a supplier of a raw material has never tested that ingredient on animals. The raw material may have been tested in the past. The claim “not tested on animals” is misleading in such cases.
Fortunately, animal testing is now forbidden for cosmetics.
